We are currently using Kong for API gateway in our microservice architecture, our deployment is Kong with Postgresql, so the question is: Can Kong with Postgresql (not ingress controller) work well with Istio?. I saw two issue but none of these solve

Yes it can. Istio and Kong do share some features and it will make sense to use one of them for specific features on a case by case basis.
