wanted to install Kong API gateway.
I;m able to install Kong manager and its running.
now i wanted to enable dev portal.

AFAIK, Dev Portal is only available in the Enterprise version. Alternatively you can try signing up for a Konnect (https://cloud.konghq.com/) - there is a Portal on Konnect that you can try.
