As announced in the release notes is free mode in the Kong gateway since v.3.10.0 not supported anymore.
An official announcement regarding the open source version can not be found.
But actually no images nor release branches can be found on docker.io/github.
Questions regarding the open source version of v.3.10.0 seem not to be answered on Github.
Is there any official statement from Kong?
