Vitals (Network Metrics and Health metrics) availability in Free/community edition

Kong newbie here, is Vitals (Network Metrics and Health metrics) available in Free/community edition?

Vitals is only available in Kong Enterprise as part of the Service Control Platform.

Does the kong gateway expose Prometheus or statsd metrics that we can scrape ourselves?
