Kong Manager - read only mode?

I have a question related to the possible deployment models for Kong Enterprise.
Is the Kong Manager deployable without a database, in a read-only mode?
The use case is just to have a dashboard that reads and displays the declarative configurations, without having to maintain a database.

I have the same use case and wanted to check if Kong Manager can be deployed to run in read only mode. We deploy kong through helm chart.
