There´s any evolution in mind for plugins like rate-limit that needs cluster, (cassandra) as a database with kong database=off.
Make sense do a custom plugin for this or could be a feature request to kong community?

For the rate-limiting plugin in particular, it’s possible to use either memory or a Redis cluster to hold the rate limiting counters, so the database is not strictly necessary for this plugin.
