Can not find custom plugin in Kong Manger

I followed the installation instructions on docker according to the link: jeromeguillaume/kong-plugin-soap-xml-handling (github.com)

Step 1: Clone git repo: git clone GitHub - jeromeguillaume/kong-plugin-soap-xml-handling

Step 2: Create and prepare a PostgreDB called kong-gateway-soap-xml-handling. See documentation

Step 3: Ingore because i using Kong Manager free Mode

Step 4: Run docker run command below

Step 5: Access Kong Manager but i can not find custom plugin(image below)

Step 6: I checked docker and there are plugin source folders

Step 7: I checked api localhost:8001 and plugin was setting correct

What should I do fix it?
Do I need a license because I am using Kong Manager is running in Free Mode
