# Declarative config in kubernetes

Is it by design that while using the declarative config(without a database) that the ingress controller will not be able to use ingress-rules in kubernetes?

I wish Kong could be used more like the regular nginx ingress controller, where ingress rules are taken into consideration but without a database.

Is that possible to setup or was it just not designed to work like that?

Glad you ask this.  
Running Kong without a database has become possible only recently with the release of Kong 1.1.

We are currently working towards making Kong Ingress Controller work without a database and expect this support to land very soon (most probably, in our next release, later this month).
