Is it mandatory to install deck in /usr/local/bin?? Also, is it mandate to have sudo access to install deck?

No, it isn’t.
You can install it anywhere you want. To use it, however, you would either need to mention the absolute path to the deck binary or add it to PATH. It works like any other binary/script file in Linux.
